The Mexico Pilot Project is a strategic initiative of the American Society for Public Administration, aimed at improving the effectiveness of democratic governance by positively influencing public policy and management and the ethical performance of public services. Specifically, our goals are: 

• to support knowledge and skill development in managing for results 
• to provide access to best practices in public and non-profit managmenent, and
• to advance the literature of the field 

 

On July 7, 1999 everyone identified as being involved with or interested in comparative/ binational efforts to improve the study and practice of public administration in the United States and Mexico received a message that asked you to identify yourselves, to describe your activities, and to chronicle the results. The response was gratifying. The second electronic newsletter was sent to over 100 people on September 26, 1999, noting a range of member activities. 
 

This third newsletter updates you on events since then, and proposes the draft agenda for the annual meeting of the ASPA Mexico Pilot Project (Mexico MOU). This meeting will be held in conjuction with the 2000 ASPA conference in San Diego on Monday, April 3 from 9:30-11:30 a.m. in Pacific Salon 1.

Please note: The preliminary program (conference preview) incorrectly states (p. 4) that the "Conference on US/Mexican PA Initiatives" will be held on Friday, March 31, from 1-5 p.m. This information is not correct. The correct date, time and location for are shown in the electronic conference schedule available through the ASPA web site. 

A. Recent Activities. 

1. Marshall Kaplan at the University of Colorado (Denver) received funding for three years under the USIA institutional affiliations program to continue, in affiliation with CIDE (Center for Research and Teaching in Economics), the Bi-national Consortium's efforts to improve the teaching of public administration in the United States and Mexico. The Consortium held a meeting in Denver on October 22-4 to develop plans for Mexican and U.S. university exchange programs to stimulate case study development in the areas of decentralization, and professionalism and ethics. The Consortium, working through the University of Colorado and USWest, is currently continuing plans to develop an internet-based public management certificate program that can be delivered in Mexico with the cooperation of Consortium members. 2. Aided by funding from the U.S. Department of State, a group of Mexican public administrators attended the NASPAA conference in Miami (October 14-16, 1999). They included: Lic. Arturo Robles Gutiérrez (Universidad Autonoma de Baja California), Mtro. David Gomez Alvarez (ITESO), Dr. Adrian Acosta Silva (Universidad de Guadalajara), Lic. David Rendon Velarde (ITESM), Mtro. Roberto Moreno Espinosa (UNAM), Lic. Ricardo Fuentes Cavazos (Universidad Autónoma de Nuevo León, and Mtro. Enrique Chaires Ramírez (Universidad de Colima). 




3. The Fourth International Congress of the Latinamerican Center for Development Administration (CLAD) on State and Public Administration Reform was held October 19-22 in Mexico City. Many US and Mexican public administrators participated. A detailed agenda for the Conference, and information about how to obtain papers presented there, is available through the CLAD website (www.clad.org.ve). The conference was co-sponsored by the United Nations, the World Bank, the Interamerican Development Bank, the Spanish Agency for International Cooperation, and the National Institute of Public Administration (Mexico). 

B. Current and Upcoming Events.

1. With State Department financial support, three members of the Directive Council of the National School of Political Sciences and Public Administration of Mexico are visiting the United States February 6-12 to look at public administration training. The National School provides consulting and advice in the areas of academic content, curriculum development, and bibliographic collections to Mexican public and private universities with political science and public administration programs. The group includes José Patricio Patino Arias, Ignacio Lozano Moheno, and Juan de Dios Pineda Guadarrama. 



2. The University of Costa Rica, the International Personnel Management Association, and the Dirección General de Servicio Civil (Costa Rica) are co-sponsoring a conference in San José, Costa Rica, February 16-18, 2000, on "Personnel Management: Challenges and Opportunities at the Beginning of the Third Millennium." This conference will include presentations by many international scholars, executives, and commentators, including Donald Klingner (Florida International University, Miami) and Alejandro Villagómez (Director, Mexican Economic Review). 3. The Latin American Studies Association (LASA) will hold an international conference in Miami March 16-18. Among the topics covered will be the role of public administration in development. 4. The American Society for Public Administration will hold its annual conference in San Diego, California, from April 1-4, 2000. Edward Flentje, Director and Professor of the Hugo Wall School of Urban and Public Affairs of Wichita State University (Kansas) is working with CIDE (Centro de Investigaciones y Docencia Económicas) in Mexico City to develop a faculty and practitioner exchange program to enable cities in Kansas and Mexcico to benefit from one another's expertise. Omie Kerr (Mexico City) notes that the United States Department of State in Mexico has been very active in promoting contacts between public administration academics and practitioners in the U.S. and Mexico. These include: 

• counterpart exchange programs (municipal administration, reinventing government, quality control and accountability);
• funding for Mexicans to attend ASPA and NASPAA conferences;
• bringing US speakers to Mexico to discuss public administration issues;
• sending some Mexican graduate students to the U.S. (the Fulbright-Garcia Robles scholarship program;
• providing "bookshelves" of 12 key volumes on U.S. public administration to major university departments and some government offices;
• under the College and University Affiliation Program, awarding funds to a U.S. university to carry out a three-year exchange program in public administration with a Mexican university. Unfortunately, Mexico will not be eligible for competition in this program for the next two years, but if this program funded from this year's money is successful, we will prioritize public administration again in the 2001 competition. 

 

Omie reports that the Department does not have the capacity to make large grants, but could make small grants to support programs which support exchange of people and ideas. At this point, the agency would be looking for concrete programs that build on relationships already in place. El proyecto Mexicano-Estadounidense de la ASPA (Memorándum de Acuerdo Mexicano) es un esfuerzo estratégico que pretende fortalecer la gobernación democrática por medio de influir positivamente la gestión y la política pública y la actuación ética de los servicios al pueblo. Especificamente, el Proyecto cuenta con las metas siguientes:

• apoyar el desarrollo de los conociminentos e habilidades que pertenezcan a la administración por objetivos.

A. Actividades Recientes.

1. Marshall Kaplan (Universidad de Colorado, Denver) recibió fondos proveídos por el Department of State (EE.UU.) mediante el programa de afiliaciones institucionales para que se continuan, en colaboración con el CIDE (Centro de Investigaciones y Docencia Económicas, México), los esfuerzos del Consorcio Bi-nacional Mexicano-Estadounidense. Una reunión del Consorcio tuvo lugar en Denver del 22 - el 24 de octubre a fin de que se desarrollaron planes para intercambios académicos para que se estimulan el desarrollo de estúdios de casa en las materias de la descentralización y de la profesionalización y ética. El Consorcio, junto con la empresa de telecommunicaciones US West, considera concretar planes de desarrollar un programa de diplomado (lo cual se enfocará en tópicos claves de la matéria tales como profesionalización y ética, administración financiera, administración de recursos humanos, etc.), entregado por el red internet en México mediante la cooperación de los integrates mexicanos del Consorcio. Mediante los fondos proveidos por el Departamento de Relaciones Exteriores (U.S. Department of State), un grupo de administradores públicos mexicanos asistieron el seminario de la NASPAA en Miami (el 16-18 de octubre, 1999). Muchos expertos mexicanos así como internacionales participaron. El Congreso enfocó en la reforma del estado y la administración pública. La agenda del Congreso, así como también las instrucciones para que se obtengan las ponencias, se presenta en la página web del CLAD (www.clad.org.ve). El Congreso se patrocinó por las Naciones Unidas, el Banco Mundial, La Agencia Español de Cooperación Internacional, y el Instituto Nacional de Administración Pública (México). 


B. Eventos Corrientes y Previstos. 

1. Mediante de fondos proveídos por el Department of State (EE.UU.) tres integrantes del Consejo Directivo de la Escuela Nacional de Ciencias Políticas y Administración Pública (México) visitan los EE.UU. desde el 6 hasta el 12 de febrero. La propuesta de la estancia es aprender métodos de entrenamiento en la administración pública. La Escuela Nacional provee consejo y asesoria en curricula así como también recursos bibliotecarios en la matéria para universidades públicas y privadas. El grupo encluye: José Patricio Patino Arias, Ignacio Lozano Moheno, and Juan de Dios Pineda Guadarrama. 

2. La Universidad de Costa Rica, la IPMA (International Personnel Management Association) y la Dirección General de Servicio Civil (Costa Rica) patrocinan un Congreso en San José, Costa Rica, del 16-18 de febrero, 2000. El Congreso, "Recursos Humanos: Avances y Desafíos al Inicio del Tercer Millenio" cuenta con ponencias por algunos bién reconocidos expertos internacionales (académicos, consultores, y profesionales), incluyendo Dr. Donald Klingner (Universidad Internacional de la Florída), y Alejandro Villagómez (Director, Revista Economía Mexicana). La Sra. Omie Kerr (de la Enbajada EE.UU. en México) nos dice que el Department of State ha asumido un rol muy activo en promover contactos e intercambios entre los catedráticos y profesionales en la administración pública en México y los EE.UU. Incluyen:

• programas de intercambio entre contrapartes (administración de municipios, reinventando al gobierno, calidad de servicios al pueblo, y responsabilidad).
• proviendo fondos para que los Mexicans puedan asistir a los seminarios profesionales estadounidenses del la ASPA y la NASPAA.
• arreglando estancias de expertos norteamericanos para que discutan asuntos relacionados a la administración pública.
• sosteniendo a alumnos mexicanos que se matriculen en universidades EE.UU. (mediante el programa de becas Fulbright-Garcia Robles).
• haciendo disponible libros claves en la matéria de administración pública para agencias gubernamentales y universidades mexicanas.
• Mediante el Programa de Afiliaciones Universitarias (College and University Affiliations Program), donora fondos a una universidad EE.UU. para que implemente un programa de intercambios bi-nacionales por tres años. Aunque la competencia sea cerrado por este año, la Embajada pretende sostener propuestas en el ámbito de administración pública (asumiendo que los resultados del programa de intercambios actual sean valiosos).

El proyecto Mexicano-Estadounidense de la ASPA (Memorándum de Acuerdo Mexicano) es una red de profesores, alumnos, asesores y administradores involucrados en el fortalecimiento de la administración pública en los EE.UU. y México.
