Last year ASPA initiated the Mexico Pilot Program as a broad-based effort to improve the study and practice of public administration in the United States and Mexico.  These efforts culminated in two entire panels presented at the 1999 ASPA Conference in Orlando and in an exploratory meeting held in conjunction with that conference.  Now, these efforts continue under the leadership of ASPA President Anne Swafford and Executive Director Mary Hamilton.  They have asked me to coordinate the project during the next year, and so I am asking for your help. 

First, I am asking those individuals and institutions involved in a comparative, binational effort to improve the study and practice of public administration in the United States and Mexico to identify themselves, to describe their activities, and chronicle their results.  The Mexico Pilot Program is a voluntary effort.  Sharing information is the easiest and first step in moving toward common interests and activities.  It is only through such cooperation that we can build relationships among persons involved in binational activities, publicize the results of their activities, indicate areas for further activities, and identify possible affiliations and funding sources for these activities.  If you know of anyone else who is interested in working with us, but who is not on this list, please forward this message to them and ask them to contact me by e-mail. 
 
 
 
 

Second, I'd like to propose a tentative focus and action plan for the Mexico Pilot Program.  By the April 2000 ASPA Conference in San Diego, I would like for us to have accomplished the following objectives: 

1. Identify the individuals and institutions involved in comparative, binational activities (research, teaching, publication, or service) that tend to enhance the professionalization of public administration in the United States and Mexico. 
2. Reach agreement on the most useful (cheap and effective) means of maintaining linkages among those interested in this objective.
3. Provide information on current activities related to three primary areas essential to binational, comparative public administration: 
• Learning materials:  cross national case studies and other educational materials 
• Interchanges:  faculty, student, and practitioner interchanges 
• Funding sources: What government agencies, corporations, or non-profit foundations are actual or potential supporters of these efforts? 

Third, it is my hope and expectation that those of you who are involved in these activities will suggest the activities that will comprise the future agenda of the Mexico Pilot Program.  I look forward to your response.

Hace un año la ASPA ponía en marcha un programa que pretendía fortalecer la administración pública mexicano- estadounidense en los ámbitos tanto académicos como profesionales. Nuestros esfuerzos continuan con el apoyo del Presidente Anne Swafford y la Directora Ejecutiva Dra. Mary Hamilton.  Ellos me han podido estimular la concretización del programa, y por eso les gustaria que ustedes me ayuden en algunas maneras. 
 
 

En primer lugar, por medio de este mensaje les pido al los individuos y entidades que estén involucrados en el mejoramiento del dictado y de la práctica de la administración pública, que ustedes me indentifiquen, me describan sus actividades, y me notifiquen en cuanto a los resutados concretos de las cuales actividades.  El programa mexicano-estadounidense de la ASPA es voluntario.  Compartir información es la primera etapa hacia el logramiento de nuestros intereses en común.  Unicamente mediante de la cooperación nos permitirá fortalecer relaciones interpersonales entre los integrantes que se involucren en actividades binacionales, publicar los resultados de dichas actividades, señalar las áreas que necesiten más avances, además identificar enlaces y recursos financieros para que se amplien las actividades.  En caso que conozca a alguien que no esté en la lista de los integrantes o que esté incluido en la lista con una dirección incorrecta) favor de enviarle este mensaje y le pida que me contacte por correo electrónico. 

En segundo lugar, me gustaría proponerles un foco, además un plan de actividades hasta que nos reuniremos en el abril de 2000 cuando el seminario de ASPA tomará lugar en San Diego, California.  Para el abril próxima quisiera haber logrado las metas siguientes: 

1. Que se identifiquen los individuos y entidades que se involucren en actividades binacionales, comparativas (como en el dictado, investigación, publicacion o servicio a la profesión) que pretendan fortalecer la administración pública mexicana así cómo estadounidense. 
2. Que lleguemos al acuerdo en cuanto a cuál sería lo más eficaz (eficiente y barato) método de que mantengamos enlaces entre ellos que acuerden en esta meta. 
3. Que proveamos la información relacionada a activides corrientes en cuanto a las tres áreas claves esenciales a la administración pública binacional además comparativa:
• Materiales didácticas: como estudios de caso, artículos, libros de texto, etc. 
• Intercambios: como entre alumnos, catedráticos y profesionales
• Recursos financieros:  ¿Cuáles agencias gubernamentales, empresas privadas, o fundaciones sin fines de lucre representen apoyantes actual o potencial de cuyas actividades?
