Fred Riggs Award  
The Fred Riggs Award was established by SICA in 1985 to recognize those who have made significant, substantial, and widely recognized contributions to the conceptual, theoretical, or operational development of international, comparative, or development administration.

The award is named in honor of Fred Riggs, a pioneer in these fields and a founder of the section.

The award is made annually at the section's Business Meeting, held in conjunction with ASPA's annual conference.

Nominations for the award to be made in March 2001 should be sent to Art Goldsmith, chair of the Riggs Award selection committee, by January 31, 2001.

 

David Gould Scholarships The David Gould Scholarship Program offers graduate students in the fields of public administration, public policy, or international development with support to attend ASPA's annual conference and the  SICA/DMN Pre-conference Workshop. Each year at least three students receive a nominal stipend and a free registration for the Workshop. 

The program is named in honor of David Gould, an active SICA member and long-time professor of public administration at the University of Pittsburgh, who was among those killed in the bombing of Pan AM flight 103 over Lockerbie, Scotland, December 21, 1988.
