Doing and Using Public Policy Analysis and Management Research

CALL FOR PAPERS

     The 2000 research conference of the Association for Public Policy Analysis and Management (APPAM) invites proposals for research papers, panels, and roundtables on current research about public policy and management across disciplines, policy areas, and national boundaries. Innovative methodologies, cross-disciplinary perspectives, and comparative analyses are encouraged. Preference will be given to proposals that effectively embrace the conference theme of doing and using public policy analysis and management research.
     APPAM embraces the dual objectives of producing the tools and techniques appropriate for public decision making, and communicating the results of policy analyses and management studies to public and nonprofit organizations for the purpose of assisting decision makers. We do policy analysis and management research and we transport knowledge to those who use policy analysis and management. The effectiveness of our research depends in part on how well the doers and users communicate. The theme of the Seattle Conference is designed to attract both doers and users to a series of dialogues and discussions, via the format of our research, to validate the dual nature of our profession.
     The theme for Seattle 2000 especially welcomes proposals that aim to enhance communication between those who do public policy and management research and those who use public policy and management. The conference seeks to strengthen the bond between these two components of APPAM and, as importantly, to explore the tensions, disputes, and disagreements that arise within the normal course of doing and using. Examples might include:

  • Research initiatives that exemplify the effective communication of results into the policy making realm
  • Studies of the management of the analysis process within organizations, including innovations in such management practice
  • Advances in methodology that enhance both the conduct and the utilization of policy and management research
  • Educational initiatives designed to enhance the linkages between researchers and policy practitioners
  • Cross-national perspectives on the relationship between making and using policy and management research.

     The conference organizers also will be interested in panels and roundtables that bring the doers and users of policy analysis and management research together in the same forum to promote a dialogue between differing perspectives on the issues.
     The program committee will organize an agenda that spans the interests and background of APPAM members across all issues areas and methodologies. As both space and time at the conference are limited, not every proposal will be accepted. The program committee may combine or rearrange proposals to improve focus, coordinate among sessions, and minimize repetition. It is a general APPAM policy to promote diversity in all respects and thus, we encourage panels that can demonstrate effectiveness in implementing APPAM diversity goals.
     Guidelines for general participation in the conference and a proposal submission form may be viewed online. Please keep proposals to one page, excluding information on authors and presenters. To be considered, proposals must be postmarked by March 3, 2000 and they must include all information requested on the form. In addition, if you mail your proposal please mail two copies.
