In August 2000, following the IPSA Congress in Quebec City, the IPSA Research Commission #40 along with the new regionalisms & UNU network plus a new SSHRC Research Development Initiative on "Studies of Development in the Era of Globalizations' will sponsor a workshop on 'new' regionalisms & globalizations at Dalhousie from Tuesday 8th to Friday 11th. Over the past decade, governments have undertaken major reforms focused mainly on modernizing the professional public service in order to improve the quality of service delivery. Making History: Governance in the 21st Century will examine the theme that effective government is more than this - it requires new relationships between citizens and elected and appointed officials. Nationally and internationally renowned speakers will consider issues such as the impact of globalization and advances in information technology on instruments of democracy. Seminars and plenary sessions will examine past and present governance approaches and explore potential new arrangements for the future. We will learn from the past. Appraise the present. Build for the future! Participants will describe experiences of western democratic governance and public administration. They will evaluate major governance issues faced by governments and public services and fashion promising solutions to emerging issues.
