1—Student Conference Presentations

Tomorrow (Friday, September 22), three PPOL students will be presenting their conference papers for the upcoming Southeastern Conference on Public Administration.  We have developed a tradition of providing a venue for students to do these “practice” presentations prior to their conference presentation in front of their peers and faculty.  All PPOL students and faculty are invited to join us for this at 4pm in Colvard 5090.  Students in the seminar course are required to be there, but I encourage all of you to join us for this session as part of the intellectual tradition in the program.  The session will last one hour.

3—Tax Increment Financing Conference at UNCC

Each fall, the MPA alumni association hosts a conference on a public administration or policy related theme.  This year’s conference will be a panel of experts that will be discussing the use and abuse of the public financing tool: tax increment financing (TIF).  This tool has only recently been legalized in North Carolina and many have high hopes for the impacts it will have on local economic development efforts.  But this tool has “spillover” effects that often hit public school funding.  So it’s a tool that reaches over policy boundaries and will be of interest to many of you.

The conference will be Friday, October 27, 8:30-11:30 am in the Cone Center, Room 112.  The registration fee is free (though they would appreciate donations as they are raising money for a scholarship fund).  I have attached the flyer to this email so those of you that are interested can RSVP (by October 10th).

Also, we will be having two of those speakers join the PPOL seminar that afternoon at 3:00pm in Colvard 5090 to discuss their work beyond TIFs.  All PPOL students and faculty are invited to that as well.

 

4—PPOL Spring Schedule Update

While it seems like this fall semester has only just begun, we are finalizing the spring schedule currently.  In addition to an array of our regular PPOL offerings, we have a special opportunity that might appeal to many of you that I wanted to bring to your attention for your consideration.  Dr. Leland will be doing a special topics course: PPOL 8000 Comparative State Policy and Administration.  The course will be in the Tuesday night slot.  Here’s a blurb describing the course:

State governments in the United States continue to thrive and play a crucial role in American public policy. They deal with many of the pressing issues of our time: natural disasters, homeland security, No Child Left Behind and unfunded federal mandates. The purpose to this course is to further our understanding of the American states including their institutions, political actors, policies, and local, national, and international influence. The course can count as an elective for the Urban Management Concentration.

I will forward the spring schedule to everyone once I get the green light from all the department chairs.

 

5—PPOL Spring Semester Qualifying Exam Schedule

The next offering of the Qualifying Exams will be slightly altered this time due to when New Years Day is and the start of classes.  The Economics exam will be on Tuesday, from 8am to 2pm.  The Methods exam will be on Thursday from 8am to 5pm (including an hour for lunch for those that want it).  When you turn in the methods exam, you will pick up the Nature of the Field exam to take home and work on.  It will be due by 5pm Monday, January 8 (which is also the first day of classes).  This was the only way we could get the exam in there while giving test takers pretty much the same number of hours of actual work time without getting several days into the spring semester start of classes.  We need to make sure the graders have time to turn around the exams prior to the census day.  For anyone planning travel around that time, please plan accordingly.

7—Dissertation Grants

For more senior students looking at beginning their dissertation in the next year, I strongly encourage you to identify and compete for external funding of the doctoral dissertation.  There are numerous grants specifically designed to support dissertation research, especially through the federal government.  Foundations, think-tanks, and other government agencies also provide research support that can aid dissertation activities.

Students should be engaging in this endeavor for two reasons: 1) it builds experience in grant writing and fund raising, 2) it provides the support necessary to conduct your own research.  PPOL’s financial support is relatively limited and cannot be provided without an end point.  For those students not on contract or grant funding, PPOL can only provide a maximum of three years of graduate assistant support.  That should get any student through the coursework and exams phases of the program, but not the dissertation.  You need to work with faculty to identify those alternative sources (either with them on a grant or contract, or on your own grant or contract).  This needs to become part of our normal operating procedures now that we are at full capacity in the program.

Survey Analyst

Public Administration/Nonprofit Management Position, 2007-2008

CITY AND REGIONAL PLANNING

GEORGIA INSTITUTE OF TECHNOLOGY

 

The City and Regional Planning Program at the Georgia Institute of Technology seeks to fill one or more tenure-track positions that will contribute substantively to our mission to be the national leader in education and research on planning for sustainable cities and regions.

We seek candidates who will demonstrate research depth in one or more substantive areas that relate to planning for a diverse population in a fast-growing, dynamic region, as well as to planning and urban and regional scholarship that furthers sustainable development within increasingly globalized systems. A Ph.D. in planning, public policy, urban studies or related field is required. We particularly encourage candidates who can increase the diversity of our faculty.  The

The City and Regional Planning Program currently has 11 faculty members and a student body of approximately 100 masters and 20 Ph.D. students.

Position: Tenured, tenure-track, or fixed-term faculty position, depending on qualifications, to specialize in state and local tax and fiscal policy. Associated specialties of interest for this recruitment include state and local government fiscal relations, revenue estimation, state and local tax base issues, and public school finance. Responsible for carrying out School's service mission to North Carolina public officials; includes training and advising this audience, and carrying out research and publication that promotes this mission. Will also plan and administer continuing education, and teach in the Master of Public Administration program. Will work cooperatively with state, university, and private sector economists and public finance specialists on tax policy and state and local fiscal issues. Faculty appointments are year-round (rather than for the 9-month academic year).

 

Qualifications: Doctorate in economics, public administration, political science, public policy, or related field preferred, with emphasis on tax or public finance. A record of, or demonstrated potential for, teaching, advising, research, and publication required. Practical experience in local or state government or experience with a tax policy research organization is desirable. Commitment to public service is required.

Introduction

 

This is a position within the Voting Section of the Civil Rights Division.  The position is primarily concerned with the Section’s analysis of data that is used in determining whether jurisdictions are in compliance with the minority language provisions of the Voting Rights Act, and analysis of data that used in determining whether state and local methods of election comply with the anti-discrimination provisions of the Act.  Responsibilities include providing definitive, technical guidance and leadership to Trial Attorneys and professional Civil Rights Analysts in the use of the GIS system (and attendant statistical and quantitative analysis); with compiling and evaluating pertinent demographic information and performing in-depth analysis in direct support of statutory, administrative review of redistricting plans submitted to the Section pursuant to the Voting Rights Act, and in support of litigation initiated under the Act; with developing and implementing the means statistically measuring voting rights compliance; with independently initiating and conducting pertinent studies and analyses; with review of expert witness testimony and /or reports.  

 

Major Duties

 

1)   Provides technical guidance and expertise to Trial Attorneys and Analysts regarding the appropriate application of the GIS system and attendant statistical and quantitative analysis.  Fosters the maximum utilization of available computer and statistical resources-provides technical support and assistance as requested or a necessary.  Is able to manipulate census data so as to aggregate and de-aggregate data.
